yes it could have been prevented, firstly if he never had a gun he wouldnt have been able to kill as many people, if he choose a katana as you said, im pretty sure a classroom and teachers could have overpowered him easily
and yeh if you REALLY want them you can get them, but the point is to make them less available it makes it much more harder to cause a massacre like this
